No, San Francisco Does Not Have Any Explaining To Do

John Puri posits that San Francisco Has Some Serious Explaining To Do. He's referring, of course, to San Francisco's sudden clean-up of their famously zombie-filled streets ahead of the APEC conference. "A last-minute cleanup of San Francisco is not itself offensive. What is offensive is that the city apparently could have scrubbed its streets, enforced its laws, and addressed its homelessness crisis anytime in the last decade– and simply elected not to do so."

Well, yes, that's quite correct. But there will be no explanations given so long as the residents of San Franscisco, sheep-like, continue to dutifully vote for the same leadership. When political leadership realizes that they will be returned to office by the electorate no matter what, they cease to take the electorate into their consideration. Instead, they focus on the causes beloved of party activists that represent the path to the nomination to their next office (which effectively guarantees election).

Until the Republican party (or someone else) rouses itself to make an argument, and San Francisco voters break free of their fear of what the neighbors might think of them if they were to not vote Democrat, there will be no explanations given, nor any changes made. They will continue to be held in contempt by their own leaders.
